Mr. Anthony Caole M.I.I.M Senior Management Consultant

Currently serves as Senior Management Consultant with Northern Management, the community planning and management division of CE2 Engineers, Inc. in Anchorage, Alaska.
Mr. Caole previously served as Tribal Administrator for the Native Village of Kwinhagak as well as Tuluksak Native Community. In both communities, he spearheaded major overhauls to existing administrative systems, consolidating the municipal and tribal administrations in Kwinhagak, and completely retooling the tribal administration in Tuluksak while restoring positive cash flow. Through administrative reform, innovative planning, and strategic leveraging, he worked with community leaders to bring millions into both communities for new infrastructure and program development.
Mr. Caole graduated with a B.A. in Rural Development at the University of Alaska Fairbanks, completing his studies using the statewide audioconference system outside in the only payphone booth in the remote village of Platinum. He received his Masters in International and Intercultural Management from the School for International Training in Brattleboro, VT.

Ms.
Gena Tran

Gena Tran has a dual Bachelors degree in International Relations and French and heads Northern Management
Fairbanks Office. The office’s strategic location in the
Interior allows Northern Management to efficiently and cost-effectively provide services to the
Interior and Arctic communities. Ms. Tran has gained first-hand knowledge of Yup’ik Native lifestyle and culture through her living and working experiences in Tuluksak, a village of approximately 452 persons on the Kuskokwim River,
from 1999 to 2003.
In addition to project development and management, Ms. Tran has been focusing on identifying fundraising opportunities, focusing on youth-related opportunities, for Tribal entities. As a result, Northern Management has an extensive list of possible funding agencies and programs for Tribal programs.

Ms.
Anne Herschleb Management Consultant

A life-long Alaskan, Anne Herschleb graduated from the University of Alaska Anchorage with a Bachelor’s degree in Journalism and a minor in Political Science. She completed her Master of Arts in Northern Studies, with an emphasis in Political Science, at the University of Alaska Fairbanks. Course work for her graduate degree included public administration, public policy and political science. Research and writing projects include circumpolar north Native self-government and economic issues. Experience previous to Northern Management includes social and cultural field research in rural Alaska communities. Anne lives in Girdwood, 40 miles south of Anchorage and is Chair of the Girdwood Board of Supervisors, which provides insight, and understanding of issues dealt with by small communities in Alaska. At Northern Management Anne provides technical assistance to communities, grant writing and grant administration, and performs environmental assessments, project permitting and writes and edits reports for construction and engineering projects.

Lynn Church Community Planner

Ms. Lynn Church, enrolled Tribal Member of Twin
Hills joined Northern Management as Community
Finance and Program Consultant in 2003.
Ms. Church has extensive experience working with
community organizations and has first hand
knowledge of life in rural Alaska, particularly
the Yukon Kuskokwim and Bristol Bay
regions. In addition to providing
management and accounting assistance to clients,
Ms. Church assists with marketing and training,
community economic development and securing
funding for projects. Ms. Church works
directly with the client to ensure successful
grant and project management.
