Northern
Management History
Northern Management has its roots in the Y-K Delta, where Anthony Caole, Division Manager, began working as Tribal Administrator for the Native Village of Kwinhagak in 1993. During a few short years, Mr. Caole worked hand-in-hand with community leaders and staff to rebuild the community and restructure its governing systems. Starting as a one-man administration, Mr. Caole guided the Tribe and later the City through several years of intense development, culminating with the merger of the City and Tribe in 1996.
Northern Management operated as a sole proprietorship out of Bethel, Alaska from 1999 to 2001 assisting Y-K Delta communities with a broad range of development and management issues. In 2002, Northern Management merged with CE2 Engineers, and located its main office in Anchorage, Alaska. Today, our management professionals are fully integrated with the engineering and force-account construction managers at CE2 Engineers, giving us the ability to tap into a wealth of experience and expertise.

Engineers was founded in 1985 by bush sanitary engineer
Chuck Eggener and bush construction superintendent Brian
Aklin to provide
rural Alaskan communities with
planning, design engineering, and force account
construction management services.
CE2
Engineers has successfully provided services to over 50
rural Alaskan communities, and have planned,
designed, and managed force account construction for
over $220 million in rural sanitation improvements.
We
focus exclusively on rural
Alaska
sanitation and
utility systems – water, sewer, solid
waste, roads, fuel tank farms, and power plants.
Our
construction superintendents are key participants in the
design process and help ensure that our designs are
complete and easy to build with local labor.
Engineering
design and plan sets produced by CE2 are concise, to the
point, and effective documents.
Our experience in rural
Alaska
force account construction gives us the edge in our
designs. We
know what works and what has failed in the bush.
We “build the system in our heads” before we
finalize the plans.
Facilities
CE2’s
main office, shop, and staging yards are located in
Anchorage
. As an air
hub for the state, as well as a key location for
suppliers, state agencies, and regulators, it is a
convenient and cost-effective location for both our
clients and us.
We
occupy 4,500 square feet of modern office space and
1,800 square feet of shop space in south
Anchorage
near the
Dimond
Center
.
Our
laboratory allows us to complete analysis and treatment
studies in-house.
Equipment
We
have all the modern equipment needed to produce top
quality work efficiently, including the latest computers
and software, color plotters, survey equipment, portable
water test laboratory, reproduction facilities and test
equipment.
Staff Resources
CE2’s
core staff has grown to 40
employees, including 4 rural sanitation engineers and 15
force account construction superintendents.
We perform planning, surveying, civil, sanitary,
and mechanical engineering in-house.
Our staff includes sanitation facilities planners
and design engineers, permitting specialists, cost
estimators, surveyors, drafters, community management
specialists, grant writers, and support personnel.
